Injecting New Homes and Work Places Along the Waterfront

The Kallang River presents rejuvenation opportunities for new homes, work places, recreation and community spaces.

With its route winding through the central region of Singapore, both public and private housing will be introduced in precincts along the river to enjoy the great connectivity.

The existing Kallang Industrial Estate will also be transformed in the longer term into an attractive mixed-use precinct along the waterfront.

Kampong Bugis
Kampong Bugis is located a stone’s throw from the Lavender, Kallang as well as Bendemeer MRT stations. The vision is for Kampong Bugis to become an attractive residential and recreational precinct that supports active mobility, environmental sustainability, and fosters community interaction. The Kallang Riverside Park will also be given a new lease of life as an attractive waterfront park for the community.

Bishan-Braddell ABC Waters
The ABC Waters Programme improvements from Bishan Road to Braddell Road will be completed in Q2 2019. Residents can soon look forward to a beautified waterfront with more lush planting, rest areas, cantilevered decks and a pavilion.

Old Kallang Airport
In the longer-term, the larger area around Kallang Riverside will be developed into a mixed-use lifestyle hub. In the interim, the conserved old Kallang Airport area will first be made available for a variety of sports, leisure and community uses.

Bridging Neighbourhoods

Kallang River is currently divided by the roads and major expressways that cut across the river.

Infrastructure improvements will be carried out from 2020 to create a more seamless walking and cycling experience. The planned works will consist of new or improved crossings at strategic locations: CTE, PIE, Serangoon-Bendeemer, Kallang Bahru, Upper Boon Keng, and Sims Avenue, to connect residents from town to town and encourage walking and cycling.

Underpass Under CTE
The underpass under CTE will be made more pleasant and safe with better lighting, and increased headroom.

PIE Crossing
A walking and cycling bridge over the PIE will be a welcome improvement to the current pedestrian overhead bridges. The bridge will be designed with a comfortable gradient, with gentler sections along the way.

Kallang Bahru Underpass
A new underpass will provide a seamless and safe crossing under Kallang Bahru.

Enlivening the River

As efforts are being made to improve connectivity, the river too will be made more scenic for nearby residents and visitors. Several stretches of waterways at Upper Boon Keng Road to Sims Avenue, Potong Pasir, and Kolam Ayer have been given a facelift through the PUB’s Active, Beautiful, Clean Waters projects. Other stretches along Kallang River are also being studied for such improvements.

At the ‘Kallang Alive!’ Sports Hub area, Sport Singapore is introducing more sporting and community facilities to strengthen its standing as an inclusive sporting precinct. The nearby conserved Old Kallang Airport can also be put to a variety of community, sports and recreational uses for all to enjoy. More intermediary habitats can also be provided along the river for biodiversity and wildlife to thrive.

Kallang Football Hub
The Kallang Football Hub will be completed by 2019. It will feature various types and sizes of pitches for training and the general public to enjoy. There will also be a new perimeter running track around the facility.

Singapore Tennis Centre
A Singapore Tennis Centre will be developed at a more central location to replace the existing facility, offering more courts including new sheltered courts.

Benaan Kapal Green 
Along the Jalan Benaan Kapal waterfront, an active community park space will be introduced. The waterfront can have lookout points, park connectors and a multi-generational ‘enabling gym’ for the community to enjoy.

Kallang Alive Loop
A new iconic circular walking and cycling loop will also be implemented. This loop traces the original circular airfield of the Kallang Airport and will link up the waterfront, across Stadium Boulevard and Nicoll Highway.
